Ship Grazes Moon's Scalp In Completely Reasonable Proposal

I have wondered for many years, since the moon has no atmosphere, isnt it possible to orbit it basically just above the elevation of the highest mountain one would need to pass over? Taking account of the eccentricity of the orbit, possibly even lower?
